This proposal provides a
detailed overview of the APT Team capabilities to fully meet
all mobilization/demobilization requirements and timelines,
concurrently at multiple Installations (both Eastern and
Western Suites), as specifically stated in the Statement of
Work (SOW). This experienced low risk Team includes APT as
the proven prime contractor with BAE Systems, LSI/EG&G, and
Northrop Grumman as “Exclusive” teaming partners.
The APT Team
members are all experienced and successful contracting
veterans of the Department of Defense. This Team represents
an extremely low risk solution that will bring significant
national reachback to this contract including:
Proactive and
innovative mobilization/demobilization management as
demonstrated during Desert Storm, OIF, and OEF.
A nationwide capability
to quickly marshal resources and personnel
Recruiting data bases
of skilled applicants many with previous security
clearances
Proven and tested ISO
risk management processes
Established
re-engineering processes and capability
A proven audited
history of financial strength.
The APT Team realizes the
impact that this contract will have on the ability of the
United States Army to rapidly
respond to Combatant
Commanders worldwide. Indeed, the success of the
Installation Management Agency (IMA), the
Department of the Army
(DA) and the Department of Defense (DOD) in supporting
national mobilization and demobilization objectives may
not be achieved by a contractor who just meets
established performance goals. The APT Team was carefully
selected to ensure performance goals are surpassed with
minimal performance risk to IMA. All Team members provide
proven performance and demonstrated capabilities to quickly
identify and mitigate all risk while forming a solid
partnership with the customer, the Warfighter, and the
Soldier. As vividly reflected by the Team's past performance, the demonstrated low risk traits that the APT
Team will bring to this contract portray that:
WE KNOW MOBILIZATION AND
DEMOBILIZATION: Mobilization and demobilization are no trivial matters. Our personnel
have supported over 117 major mobilization and
demobilization efforts (major is defined as RC/AC
battalion sized or above), in 19 states all within the
last 3 years. Our knowledge of mobilization and
demobilization is current, comprehensive and takes
advantage of lessons learned.
REACHBACK: This team has
significant depth and breadth of resources in which to
quickly execute the CSBS contract. The APT Team has over
179,000 employees in the United States, in hundreds of
locations, providing similar services for the Army,
Marines, Navy, and Air Force.
RESPONSIVENESS: The APT
Team has proven to its customers that it exceeds its
customer expectations by getting it right the first time,
on time and within budget. Our proactive ISO certified
management approach, which leverages automation, the
“Intranet” and Internet technology, enables our team to
provide the right resources at the correct locations when
they are needed. Our rich tradition of being responsive,
innovative, and flexible to changing military
requirements, in a dynamic environment, is a tradition we
intend to maintain!
GARRISON KNOWLEDGE: Today
we have personnel physically on all of the Garrisons to be
supported by this contract. We know the Installations, the
local communities, the military and civilian chain of
command, the established processes, and who to call and
what to do to meet short/no notice mobilization and
demobilization requirements.
PROVEN PRIME CONTRACTOR:
APT is a proven prime contractor who can manage this
contract with our current proven processes, management
infrastructure and financial resources. We are currently
managing 8 contracts of similar complexity, scope, and
magnitude. We have the required financial resources that
other small businesses may not be able to match, which is
a significant start-up factor on a contract of this level
of importance to our nation.
READINESS: As portrayed by
our past performance on other contracts, we are ready
to start on day one
with a cadre of cleared and mobilization/demobilization
experienced managers and personnel. The depth and breadth
of the APT Team permits the rapid reallocation of
resources required to immediately support surge
requirements on day one.
